UTILITIES CONSTRUCTION COORDINATOR

JOB SUMMARY

Responsible for overseeing and managing construction contracts, from start to finish, and ensuring compliance of contracts with all applicable laws, the Land Development Code (LDC) and standard construction practices and materials. The Construction Coordinator maintains complete records of all project construction information and coordinates documentation of construction projects from the bid phase through construction close-out. This includes managing information and setting up and maintaining paper and electronic filing systems.

ESSENTIAL JOB FUNCTIONS

* Administers contractual and financial documentation, to include creating detailed bid packages, completing forms for requisitions, recommendation for awards, addendums, change orders, agreements/amendments, processing invoices, etc., for Utilities Department's projects.

* Manages FDOT Local Agency Program (LAP)/Federal-aid projects, to include contractor contract compliance, Equal Employment Opportunity (EEO) compliance, Davis Bacon/Certified Payrolls compliance, Title VI/ADA, DBE/MBE, EOC, OJT programs compliance and material certification requirements compliance; assembles and completes required forms for FDOT/Federal-aid projects

* Coordinates with staff and contractors in the verification, accuracy, and completeness of quantities and descriptions of items for the processing of pay applications and change orders.

* Prepares and tracks invoices of outside governmental agencies for reimbursement of grants and/or installation of improvements.

* Attends audit reviews of financial and construction documentation records with internal departments, FDOT, FDEP, WMDs, and other agencies/entities as required and/or necessary.

* Conducts meetings with contractors, consultants, and in-house staff for review, analysis, and management purposes.

* Maintains and updates a log for the status of current Utilities projects.

* Keep track of construction materials and budget, to avoid cost overruns.

* Provide administrative support to the Construction Division.

* Prepare and maintain the document control system in accordance with the Construction Division SOP. Create, post, and maintain tracking logs for specific types of documentation such as shop drawings, submittals, requests for information (RFI), change orders, and pay requests. Also, maintains records and files for compliance with federal, state and local statutes and regulations.

* Prepare project close-out documentation for archiving project files/documents in accordance with MCU standards.

* Assist in claim preparation and claim defense preparation.

* Ensure Construction Division staff has appropriate office supplies, field files, and relevant copies of documentation.

* Provides excellent customer service to members of the general public and other County employees. Personal contact occurs with other employees of the unit, employees of other departments in the County, citizens, and customers of the department. Service is provided in person or by phone contact.

* Performs other related job duties as assigned.

SUPERVISION

This position has no supervisory responsibilities.

QUALIFICATIONS

Education and Experience:

Associate's degree or equivalent; and three (3) years' progressively responsible experience in Utilities; or an equivalent combination of education and experience.

Licenses or Certifications:

Possession of a valid, State of Florida driver's license to operate a motor vehicle. Requirement exists at the time of hire and as a condition of continued employment.

* Notary Public Certification (within one (1) year of appointment).

* EEO Compliance Officer for Federal Aid Grants (within one (1) year of appointment).

* Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.

* Ability to write routine reports and correspondence.

* Ability to speak effectively one-on-one with customers and employees of the organization.

* Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals to compute rate, ratio, and percent and to draw and interpret bar graphs, percentages, area, circumference, and volume.

* Knowledge of water and wastewater system construction methods, equipment, and materials.

* Ability to remain calm in stressful situations.

* Ability to read, analyze, and interpret various documents.

* Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.

* Ability to effectively present information to various groups.

* Ability to define problems, collect data, establish facts, and draw valid conclusions.

* Knowledge of the principles and practices of contract management.

* Knowledge of all applicable local, state, and federal laws pertaining to contracts and federal aid projects.

* Ability to use a computer utilizing Microsoft Office programs to input, access, manage, and retrieve information as well as being able to learn various programs to upload data on the internet.

* Skills in organization and task prioritization.

* Ability to work independently on time-sensitive complex issues.

* Ability to take a teamwork approach to the job by cooperating with others, offering to help others when needed, and considering larger organization or team goals rather than individual concerns. Includes the ability to build a constructive team spirit where team members are committed to the goals and objectives of the team.

PHYSICAL DEMANDS

The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. While performing the duties of this job, the employee will regularly be required to walk, sit, use hands to finger, handle, or feel, reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl, talk or hear, taste, or smell; and will frequently be required to talk or hear.

WORK ENVIRONMENT

Work is performed in various indoor and outdoor environments. While performing the duties of this job, the employee will occasionally be exposed to excavations, construction equipment and vibration; and will frequently be exposed to moving mechanical parts, fumes or airborne particles, and outdoor weather conditions.
