Description:

The Pinellas County Sheriff's Office is seeking to fill the vacancy of Human Resources Director.

Under the direction of the Chief Deputy, the Director of Human Resources provides strategic leadership in managing personnel programs for a dynamic agency of 2,800 active members. This role requires independent judgement and initiative to oversee recruitment, benefits administration, classification, compensation, compliance, and workforce development. The position plays a key part in supporting the agency's mission through effective interpretation and implementation of laws, policies, and goals.

  • Develops and implements HR strategies aligned with agency goals, ensuring the agency attracts, retains, and develops top talent
  • Develops and oversees recruitment efforts, onboarding and retention strategies to build a strong workforce
  • Implements and manages agency wide performance review processes to drive accountability and continuous improvement
  • Analyze HR metrics and make data-driven decisions to enhance HR practices
  • Leads workforce and leadership development initiatives
  • Leads succession and attrition planning processes
  • Provides knowledge of principles, practices, and procedures of Public Personnel Administration
  • Ensure compliance with federal and state employment laws, including ADA, FMLA, Workers' Compensation, and FLSA
  • Administers health insurance benefits, including dental, vision, prescription coverage, Employee Assistance Program (EAP), and retirement benefits for active members and retirees
  • Assists Bureau Commanders and supervisors in making decisions on various issues within the guidelines of state/federal/agency laws, rules and regulations
  • Responsible for their subordinate employees' welfare, care, training and mentoring
  • Reviews subordinates work performance, conducts open and honest performance counseling, appraisals and evaluates conditions of performance, initiates corrective action and/or disciplinary action as necessary
  • Ensures subordinates understand all General Orders and the Standard Operating Procedures related to Human Resources
  • Maintains and accounts for materials and agency equipment as prescribed by Sheriff's Office policy, General Orders and Standard Operating Procedures
  • Adjusts the strength of the HR Bureau in accordance with its fluctuating need for efficient service to ensure maximum utilization of personnel and make recommendations for policy changes to the Chief Deputy and the Sheriff
  • Researches and conducts pay classification surveys to ensure salary and compensation fall within acceptable ranges as compared to similar agencies and job classifications
  • Supervises the creation, storage and maintenance of a variety of records (personnel, medical, training, grievances, commendations, etc.) and submits required regulatory and specialty reports as needed
  • Regular and reliable in-person attendance is required as an essential function of the position and in the event of an emergency or natural disaster

  • Graduation from an accredited college or university with a Bachelor's Degree in Human Resources Management or related field
  • Eight (8) years' related experience including supervision
  • Experience in a mid- to large-sized governmental organization
  • Certifications in Human Resources (SHRM-SCP, SPHR, PHR) are preferred
  • Must possess a valid Florida driver's license
  • Consideration for this position requires a credit check
  • Knowledge of personnel rules, labor laws, acts, and mandates related to Human Resources to ensure proper adherence of the same by the agency and to guide Bureau Commanders on HR related issues and their consequences
  • Knowledge of industry best practices in employment, classification, compensation, and benefits
  • Knowledge of the social importance of law enforcement in Pinellas County and the ability to articulate this knowledge to citizens and governmental officials - the need for law enforcement, the law enforcement mission and the benefits and safety features provided to the citizens of the county
  • Knowledge of recent developments, civil literature and sources of information in the field of Public Personnel Administration
  • Ability to ensure that effective and efficient administrative and management systems are operating within the Human Resources Bureau as measured by the level of services provided
  • Ability to provide input and/or develop budget requests which provide for adequate expenditures and prioritizes needs on an analysis of objectives
  • Ability to respond to personnel grievances in accordance with agency policies/procedures on a timely basis
  • Ability to motivate staff and fellow employees by directing and modifying procedures and controls; encourage employee behavior to achieve both personal and agency goals to fulfill the mission of the agency
  • Ability to review personnel performance evaluations of staff in accordance with agency policies to ensure they are fair and impartial, and accurately reflect the job the employee performs
  • Ability to plan and organize the work of subordinate supervisors in a manner conducive to full performance and high morale as reflected in periodic staff inspections
  • Ability to promote and maintain effective relations with members of the Executive Staff, departments under the County Commissioners, the general public and other stakeholders
  • Ability to operate equipment and instruments utilized in meeting job requirements and operational responsibilities
  • Ability to communicate effectively both orally and in writing
  • Ability to perform all functions of the job classification without posing a direct threat to the health or safety of other individuals in the workplace
